dolariI found the "Tangy Spicy Shrimp" recipe!
While looking for one of my Postcard Thermometers, I came across an old Austin Super China menu. And I noticed it actually had the name of the dish in Chinese next to it.
One Google Translate scan later, and it's "椒麻蝦" or Sichuan Pepper Shrimp! A Google search brings up a ton of recipes...in Chinese.
