Actually "LiveCD" Linux booting has come a long way in the last couple years. Knoppix is a very good one as I understand, though I've never used it personally.
If you're looking for a good desktop distro for a full install though its hard to beat Ubuntu. Their primary focus has been on improving things for the end-user, and making editing arcane configuration files much less necessary though adding standard GUIs for preferences.
