A little bit of research leads me to believe that is a Rugosa Rose. I used the Washington State University database of plants in the pacific northwest, then quickly scanned through the photos looking for the leaf shape, style, and placement pattern on the stem. After finding this species looked up the wikipedia article and the picture of the rose fruit (apparently called a hip) made a very good match.
Of course I'm not a horticulturalist, and it could be a similar species of rose, but I'd definitely say its in the rose category.
