A twenty year old mystery solved! I played this game in 1984 at Las Vegas' Circus Circus, and never saw it again. Over the years, I've been trying to figure out what the heck this game was and finally just decided to Google Image Bomb it by searching for "Motorcycle Racing Game 1992" and just cranking the year back over and over again.
